Over a decade ago former Defense Secretary Bill Perry authored an op-ed in the Wall Street Journal along with George Shultz, Henry Kissinger, and Sam Nunn describing an era in which the world no longer had to worry about the threat of nuclear war. At the time of their writing, relations between the United States and Russia were constructive and the non-proliferation agenda was making strides in reducing the number of nuclear weapons in both countries’ arsenals. The elimination of one of the most significant threats to international security, if not human life, seemed within reach.
Yet since that time optimism has given way to reality, as tensions between the US and Russia and the increasing spread of nuclear capabilities have brought a renewed sense of urgency to the cause of nuclear non-proliferation. The threat of nuclear weapons – from Russia, to North Korea, to Iran – is back in a new and dangerous way.
